NAZI Bell
Did the NAZI scientist do research on scalar waves and time travel? I believe that they did do research on exotic technology. Perhaps the did research on quantum potential and scalar waves.
The hyper dimensional resonator uses scalar waves created by a caduceus coil. It is believed that these scalar waves distort local spacetime causing a time warp. Steven Gibbs is using scalar waves to warp space and time with the HDR.
Perhaps it was this kind of technology that the NAZI scientists stumbled onto. This could explain why they felt they would win WWII. The NAZI Bell was supposed to use powerful electromagnets and high voltages.

I think you might be onto something with the Nazi Bell project.
I just recently started to take an interest in this type of research with all the main stream media reports of late about UFO's.
The recent popularity with ghost hunting. Apparently, something is happening that has yet to be explained.
